How to use STARS III for 8(a) Sole Source:

Step 1: Obtain Delegation of Procurement Authority (DPA) for the 8(a) STARS III GWAC. Contracting Officers must have DPA before issuing any orders against the STARS III GWAC.

Step 2: Email the 8(a) Offer Letter to Raymona.Carnegie@sba.gov and copy DCbusdev8a@sba.gov 

Include contact person’s name, telephone, email address

Include the Statement of Work (SOW)

Step 3: It usually takes a few days for the SBA to approve the request.

SBA will then send the requesting agency an approval letter. The approval letter simply states that the requesting agency and Cyber Security Innovations are allowed to enter contract negotiations. This typically takes 10 days for contracts up to $4.5M.

Step 4: The government agency and Cyber Security Innovations enter into contract negotiations.

The government agency requests a quote from Cyber Security Innovations 

If the quote is acceptable, the government agency submits a purchase order to Cyber Security Innovations for the work to be performed.

Step 5: Once negotiations are complete and the contract is executed, a copy of the contract along with the SBA approval letter needs to be sent to the SBA representative. and copy DCbusdev8a@sba.gov
